Guidelines for juries at Junior Nordic Shooting Championships

 

 

 

The General Regulations of the ISSF, Annex J to Art. 3.12.3.9 “GUIDELINES FOR JUDGES” takes precedence in all cases except when the NSR Council  decide to set aside a specific rule or regulation.

 

Juries shall be designated by the NSR Council  for all Nordic Championships. Juries are responsible for assisting and supervising the staff of the Organizing Committee in conducting the competitions. In general the match staff is responsible for the actual conduct of competitions while the Jury advises and supervises the staff.

 

The Juries of the Nordic Junior Championships should have the following minimum composition:

* When finals and electronic targets are used 5 Jury Members are recommended.

 

The Jury of Appeal is the Technical Delegate and the Chairmen of the other Juries not involved in the appeal. The Technical Delegate would decide whether three or five people should consider any Appeal, and select those to undertake the task, after considering the subject of the Appeal and the experience and qualifications of the Members available.

 

One person from each Jury must be designated by that Jury to serve as the Jury for Arms and Equipment Control.

 

The visiting federations are expected to provide Jury members at their own expenses. Desirably all Jury members should be ISSF license-holders, but at least they must hold the highest national license. They should not be team officials, but they may assist their national team in practical matters.

 

Chairmen of the Juries should normally be provided by visiting federations.

 

Additional Jury Members may be nominated for all juries at the financial expense of the nominating federations – the Technical Committee would recommend the appropriate numbers after consultation with NSR Member Federations and host federation.

 

The Technical Delegate shall be from one of the visiting federations , and shall be appointed by the NSR Council at its last meeting before the Nordic Championship in question.

 

The duties of the Technical Delegate and the Juries are specified in the ISSF Rules and Regulations and the NSR checklist.

Guidelines for juries at Senior Nordic Shooting Championships

The Juries of the Nordic Championships should have the following minimum composition:

* When one or more events are using electronic scoring targets, 5 classification jury members are recommended.

 

The Discipline Jury serves as the Jury for Arms and Equipment Control.

 

The local transportation and living expenses (single room) for the designated jury members must be paid by the organizing committee. The travel expenses must be paid by the organizing committee at an amount following ISSF 3.4.7.

 

All Jury members must be ISSF license holders. They must not be team officials, but they may assist their national team in practical matters.

Guidelines for Technical Delegate

 

 

 

The NSR Council appoints Technical Delegates to supervise Nordic Shooting Championships.

 

 

Technical Delegate's General Responsibilities

 

Examine and confirm the acceptability of organizing committee plans and preparations for the championship including the acceptability of the ranges and other facilities.

 

Confirm that the championship is organized in accordance with ISSF Rules and Regulations.

 

Work closely and if necessary advice the NSR Juries and national competition officials during the championships to assure that the championship is conducted according to ISSF Rules and Regulations.

 

The Organising Committee will meet necessary pre-event expenses.

 

 

Technical Delegate's Activities and Duties before the Championships

 

Obtain the following information from the Secretariat:

 

List of judges who will serve as Jury members (for shotgun events a list of referees) and ensure that they have the appropriate licenses.

 

The current list of Nordic Records, and Continental Records if appropriate.

 

The current list of ISSF rule changes and interpretations.

 

 

During the Training Period Before the Championship

 

Work closely with the Organizing Committee’s Competition Director on all matters regarding the organization and conduct of the championship.

 

Review the transportation schedule for athletes, officials and jury members etc.

 

Make a final check of the ranges according to the technical inspection checklists (included in this Annex). Advise any necessary corrections to the Organizing Committee. If Electronic Scoring Targets are used, targets must be checked for functioning and accuracy (this may be delegated by the TD to the appropriate jury)

 

Confirm the suitability of the Organizing Committee’s Start Lists, liaising with the Classification and Competition Jury Chairman, with particular reference to relay start times, firing point and squad draws.

 

Work with the Competition Director to prepare the Technical Meeting.

 

Review the media operations plan and preparations for media activities.

 

Review and, if possible rehearse, the conduct of Finals and victory ceremonies.

 

 

During the Championship

 

Work closely with the Competition Director and Organizing Committee staff on a continuous basis to advise and resolve any issues or questions that arise concerning the conduct of the championship.

 

Liaise with organizing committee staff to ensure the correct conduct of the Finals and victory ceremonies.

 

 

After the Championship

 

As soon as possible after the championship, prepare a final report on the conduct of the Championship. The report must include:

 

A summary of the competitions that took place during the championship.

 

A report on all protests and decisions.
